funding, while the least accessible source is funding through initial public
offerings (IPOs), the latter because of a practically non-existent capital market.

Improvement has occurred particularly in the availability of modern forms of
financing through business angels or venture capitalists.
Government policies

Government policies, both in terms of concrete policies and priorities, as well
as from the perspective of bureaucracy and taxes, belong to the entrepreneurial
conditions
rated worst.
Moreover, their rating decreased compared to last
year.

Insufficient are not only the policies explicitly focused on supporting
entrepreneurship, but also the support of entrepreneurship embedded in other
cross-cutting policies.

Particularly problematic is the high bureaucratic burden placed on
entrepreneurs. In addition, taxation, which has been a comparative advantage
of entrepreneurial environment in Slovakia, is becoming to be perceived as
a burden, too.

The support of education and training can be
considered fairly good,

The situation in the area of elementary and secondary education, which is
mainly expected to form basic entrepreneurial traits, can be characterized as
average among the insufficient. Encouragement of creativity, self-sufficiency
and personal initiative needs particular attention and improvement.

On the other hand, in the areas of vocational, professional and university
education that should provide preparation to start up and manage a firm,
