The absolutely and comparatively unfavourable attributes are mainly the
encouragement of creativity, self-sufficiency and personal initiative, as well
as low attention to entrepreneurship, entrepreneurial behaviour and new
firm creation in elementary and secondary education.
Education (vocational, professional, university)

Vocational, professional and university education belongs to entrepreneurial
conditions with stable and favourable state, due to only moderate negative
absolute evaluation, but mainly due to comparatively favourable position in
the international context.

From the perspective of preparation for starting up and growing new
businesses, the vocational, professional and continuing education systems
exhibit the most favourable evaluation in absolute and comparative
perspective.

On the other hand, from this perspective the least optimal is the education at
colleges and universities. Therefore, it is necessary to devote an increased
attention to improving this area at colleges and universities.
R&D transfer

The issue of transfer from R&D to entrepreneurship belongs to chronical
deficiencies of the Slovak entrepreneurial environment, with significantly
negative absolute as well as comparative evaluation.

The access of small firms to new research and technology, inadequate
government subsidies to acquire new technologies or absence of sufficient
systematic and competent support for engineers and scientists for
commercialization of their ideas through new and growing firms belong to
the most problematic issues in this area.

Also, Slovakia lacks systematic support for creating world-class new
technology-based ventures in at least one area of science and technology. The
international comparison shows dramatically negative position of our
country in this issue.
Commercial services and infrastructure

The access to commercial infrastructure and services for entrepreneurship in
Slovakia is characterized by slightly negative evaluation, but mainly by
significantly negative dynamics leading to considerable worsening of the
situation in the monitored period. Due to this fact, Slovakia lost its above
average position in the international context.
